Undertaking the management of an externally funded, multi-party R&D project is a complicated process. Often, the Project Lead agrees to undertake the Project Management role, only to regret doing so once the project is underway. It is usually an underestimated and onerous task for the Project Lead (often a Senior Scientist) to spend time completing all of the necessary forms and financial forecasts required. As a result, the Project Management takes a back-stage to the more interesting technical work and it then suffers badly. In addition, disputes between the different parties are difficult for the Project Lead to resolve as he/she is not completely independent from their Employer.
